Singapore is widely known for being one of the safest cities in the world. We often take for granted our ability to walk home late at night or take public transport without fear. However, a harrowing case that concluded its latest legal chapter this week serves as a grim reminder that safety should never be treated as a guarantee.

The details surrounding a brutal assault that took place back in March 2022 near the Tuas West Road MRT station have recently resurfaced as the legal proceedings reach their final stages. It is a story that has left many in our community shaken, prompting important conversations about vigilance and the protection of vulnerable individuals.

The Sequence of Events

On a night in March 2022, two men, Alam Foysal and Ahmed Rayhan, encountered a 32-year-old woman who was heavily intoxicated and clearly struggling to navigate her way home. Rather than offering genuine assistance, the two welders chose to exploit her vulnerable state.

The situation escalated quickly:

• The Deception: The perpetrators coerced the woman off the train at Tuas West Road MRT. When the victim attempted to resist at the gantry, drawing the concern of station staff, the men lied, claiming they were merely helping a friend get home. This manipulation allowed them to bypass staff intervention.
• The Assault: Once outside, the victim was taken to a secluded, dark grass field located under the Tuas Viaduct. There, a heinous act of sexual violence took place.
• The Aftermath: Leaving the victim in a state of trauma and physical distress in the middle of the night, the two men fled the scene by taxi, returning to their dormitory as if nothing had happened.

Discovery and Swift Justice

It was not until five hours later that the victim was discovered by another migrant worker, who found her suffering from severe injuries and trauma. The emergency services were alerted immediately, setting off a rapid police investigation.

Thanks to the efficiency of the Singapore Police Force, authorities were able to review CCTV footage from the MRT station and the suspects’ dormitory. The evidence was conclusive, and both men were arrested that same evening.

The Legal Consequences

The wheels of justice have been turning, and the legal repercussions for these actions are severe:

• Ahmed Rayhan: He has already been sentenced, receiving 9 years of imprisonment and 9 strokes of the cane for his role in the incident.
• Alam Foysal: On July 17, 2026, Foysal entered a guilty plea in court. While his formal sentencing is still pending, the gravity of the rape charge carries a potential penalty of up to 20 years in prison, in addition to mandatory caning.

While we rely on our law enforcement to maintain order, this case highlights a sobering reality: predatory behavior can occur anywhere, even in a city as secure as ours.

This tragic event serves as a call for collective vigilance. Whether it is looking out for friends who have had too much to drink, or being aware of our surroundings when traveling late at night, we all play a role in looking after one another.
